As a voluntary HOA that holds no common property and that does not have the authority to require home owner participation in the HOA nor to enforce the payment of dues nor assess any kind of fines, the Sixth Avenue West HOA is not subject to many CCIOA regulations.

However, notwithstanding the voluntary nature of HOA participation, the covenants still apply to every homeowner.
